This is not a card that help to get out of hard situations, it is a card that win the game. It could be balanced, in many ways. It could cost you your hand, your board, or 2000 HP. If there is a counterpart for playing the card, it could be saw as a balanced one.
For example : cannot be summoned by normal summon, cannot be set. Cannot be summon by special summon execpt by discarding all the cards in your hand.
